Only download what you need and once you're finished, delete it. You can always go to the WP and/or Magento website and get older versions if you want. However, you should ALWAYS get the latest stable version. You need to upgrade the software once in a while because hackers can come in and spread viruses on your site and infect other website on your server.

As for having Magento on your computer, download it 1st and unzip it. Then upload to your server via FTP. Once you upload the software to the server, just delete it from your computer so you don't waste any memory. Remember, it's all free software so you can download it as many times as you want.
